Intro and Executive Summary

Message from the CEO/Registrar, Deb Elias

As we close out 2025, I am inspired by the collective progress demonstrated by the College, our Council, and the dedicated registered nurses and nurse practitioners we govern. This past year has seen our work to move forward our strategic imperatives translate into measurable action, where collaboration strengthened our ability to respond to a rapidly evolving healthcare environment in Manitoba.

We saw the continued impact of our work in Data Strategy, Continuous Improvement and Customer Orientation, Health Human Resources, and Reconciliation. These four pillars of our strategic plan have guided our decisions and shaped our priorities. Each represents not only a strategic goal but a commitment to accountability and public trust. Our partnerships with government, regulatory peers, community organizations, Indigenous nurses and leaders, and the public have been key to advancing these objectives, and I am grateful for the shared commitment to safe, quality care and a stronger system.

.

Throughout 2025, the College prioritized improving and modernizing its regulatory processes for Internationally Educated Nurses (IEN) while maintaining essential quality and safety requirements for applicants seeking registration in Manitoba. These changes reflect the College’s commitment to making the application process more efficient and supporting timely entry to practice in Manitoba’s healthcare system.

A significant milestone this year was our move to a new office in the summer. This move represents more than a change in location; it positions us alongside several of our closest regulatory partners and reinforces the collaborative foundation that underpins effective health regulation in our province. Being under the same roof has created new opportunities for alignment, shared learning, and innovation benefiting both registrants and the public.

Thank you to our Council, staff, registrants, and partners for your dedication throughout this year of progress and transition.

Message from Chair, Kenneth Molloy

Throughout 2025, the College’s Council continued to ensure the strategic plan we launched in 2024 remained on track. Council has continued to evolve, strengthening our ability to serve and protect the public interest. It is exciting to see our vision come to life.

Across the College, significant projects and forward-thinking initiatives are underway, including efforts to ensure qualified nurses can enter the workforce in a timely manner, to strengthen the College’s capacity to advance reconciliation in a meaningful way, and find new ways to support quality practice for the College’s current registrants.

Already, through the College’s newly published quarterly reports, the work to build productive partnerships, and modernization of our processes, we are more accessible to partners, aligned with government, and trusted by registrants.

I am especially proud of the progress we have made on reconciliation. In December, the core of our Indigenous Advisory Group, including First Nations and Métis group members, met for the first time.

Our Council remains committed to providing strong, steady leadership . The commitment to becoming a trusted, forward-looking, collaborative partner by 2028 remains our focus.
